Because Tuck probably thought that it was a bad idea for Winnie to drink the water, but did not want to ruin Jesse's chance with her. So he was relieved when she did not drink the water, and since she died she did not "ruin her life like the Tucks did". Winnie could have gone to the wood to drink the water, but she was a "good girl" because she made the right choice (in Tuck's opinion, anyway).
Well, by the "good" part, it might mean that he's mentioning all the "good" that Winnie has brought into this world, and how she helped Mae, and, at the same time, prevented all the horrors that Tuck talked about in the canoe
