To add on to Kiana's idea the constable seems like he want's to start a conversation. Also he probably has to interogate the tucks and sign tedious court documents.
I think he's not happy, because he woke up early in the morning and went all around the village to find Winnie, and I don't think he is excited to hear the man in the yellow suit seen the girl, and I wouldn't like to wake up early and spend all of my time looking for someone.
I agree with everyone but I think he didn't really trust the man in the yellow suit and I also think he was so big that his horse couldn't hold him and would take forever to make it there
I agree with Eeck. He needs a new horse, one that would be able to keep up with people who break the law and try to ride away quickly. Great point Eeck!
